Is GRAP Enough to Curb Air Pollution?
GRAP is an important emergency measure to control air pollution through graded restrictions, but it cannot eliminate pollution’s structural causes. Its effectiveness is limited by weather conditions, regional emissions and weak enforcement. Sustainable improvement requires year-round pollution control, cleaner transport, agricultural reforms, industrial regulation, scientific monitoring and coordinated regional action.
